Who we are
Barangay Tagumpay, District III, Quezon City is the personal information controller for e-Services. We handle your personal data under the Data Privacy Act of 2012 (RA 10173), its Implementing Rules and Regulations, and the issuances of the National Privacy Commission.
This notice explains what we collect, why, who can see it, how long we keep it, and the rights you have. Using e-Services is also covered by our Terms of use.
What we collect
- From the household registry: your full name, house number and street, date of birth, sex, civil status, and how you are registered in your household. We use these to confirm you are a resident; we don't ask you to type most of them again.
- When you sign up: your email, mobile number, password, the type of ID you used, and a photo of the front of that ID.
- In your profile: your photo, signature, emergency contact, notification choices, and preferred language.
- When you use services: document requests (purpose, copies, notes, and who a request is for), business details for Business Clearance, court reservations, and the status updates on each.
- To keep the portal working and secure: a session cookie that keeps you logged in, one-time code records, failed date of birth attempts, and the date and time of account activity.
Your date of birth, government ID, and civil status are sensitive personal information under the law. We handle them with extra care, as described below.
How we use your data
- Confirm that you are the resident listed in the registry, and prevent others from using your identity.
- Process, issue, and track barangay documents, and print your Barangay ID and Digital ID.
- Manage court reservations and payment confirmation.
- Send you one-time codes, updates on your requests, and the announcements you choose to receive, by email and in the portal.
- Keep the portal secure, investigate misuse, and keep records the barangay is required to keep.
We don't sell your data, use it for advertising, or make decisions about you by automated means alone. Every identity check and document request is decided by barangay staff.
Why we are allowed to
We process your data because it is needed to carry out the barangay's public functions under the Local Government Code of 1991 (RA 7160), to provide the services you ask for, and to comply with the law. Optional details, such as your profile photo and announcement emails, are processed with your consent, which you can withdraw in Profile settings at any time.
How we verify your identity
When you sign up, we compare the date of birth you enter with your registry record. The portal never shows your recorded date of birth to anyone signing up, and after 3 wrong tries the record is locked for 30 minutes.
A barangay staff member then compares the photo of your ID with the registry. Only staff assigned to verification can see ID photos.
How long we keep it
- ID photos from sign up are deleted 30 days after staff approve or decline your account.
- Account and profile details are kept while your account is open, and deleted within 90 days after you close it.
- Document requests, reservations, and their updates are kept as long as government record-keeping rules require, then disposed of securely.
- One-time codes expire after 10 minutes. Security logs are kept for up to 1 year.
How we protect it
Data is sent over an encrypted connection, passwords are never stored as plain text, and access is limited to staff who need it. Every log in needs a one-time code sent to your email. If a breach puts your data at risk, we will tell you and the National Privacy Commission as the law requires.
Your rights
Under the Data Privacy Act, you have the right to:
- Be informed about how your data is processed, which is what this notice is for.
- Access the personal data we hold about you.
- Correct data that is wrong or out of date. Registry details are corrected at the Barangay Hall with a valid ID.
- Object to processing that is based on consent, and withdraw that consent.
- Ask us to delete or block data that is no longer needed or was processed unlawfully.
- Get a copy of your data in a format you can use elsewhere.
- Claim damages if you were harmed by the wrongful processing of your data.
- File a complaint with the National Privacy Commission at privacy.gov.ph.

Changes to this notice
We will post any update here with its effective date, and tell account holders about important changes by email and in the portal.
