About these terms
These terms cover your use of Barangay Tagumpay e-Services, the online portal of Barangay Tagumpay, District III, Quezon City (“the barangay”, “we”). The portal lets residents request barangay documents, reserve the covered court, receive notifications, and use a Digital ID.
By creating an account or sending a request, you agree to these terms and to our Privacy notice. If you don't agree, you can still transact in person at the Barangay Hall.
Who can use e-Services
Accounts are only for residents listed in the Barangay Tagumpay household registry. To sign up, your house number and full name must match the registry, your date of birth must match your record, and you must upload a photo of the front of a valid ID.
Business Clearance can be requested without an account. You confirm your email with a one-time code and track the request with its reference number.
Residents under 18 should use e-Services with the knowledge of a parent or guardian.
Your account
- Each resident may have one account. Give true, current information and use your own email and mobile number.
- Your account stays under review until barangay staff approve your ID. Document requests, court reservations, and the Digital ID open only after approval.
- Keep your password private. We send a one-time code to your email every time you log in; never share that code with anyone, including people who say they are barangay staff.
- For your security, your email and mobile number can be changed once every 3 months in the portal. To change them sooner, visit the Barangay Hall with a valid ID.
- Tell the Barangay Hall right away if you think someone else has used your account.
Document requests
- An online request is not the document itself. A document is issued only after barangay staff review and approve it, and you claim it at the Barangay Hall.
- Fees are paid at the Barangay Hall when you claim the document. Fees shown in the portal may change by ordinance.
- Processing times are estimates. We email you the pickup details once a document is ready.
- You may request a clearance for a household member or someone else. The person it is for can claim it with their own valid ID; no authorization letter is needed. The Barangay ID can only be requested for yourself.
- Staff may ask for more information, an interview, or an inspection, or decline a request that doesn't meet the requirements. The reason is shown on the request's timeline.
Digital ID
The Digital ID is a copy of your Barangay ID for transactions within Barangay Tagumpay. It is not a replacement for your physical ID outside the barangay. Its details come from the registry and your profile; misusing, altering, or sharing someone else's Digital ID is not allowed.
Court reservations
- You can reserve the covered court for 1 to 4 hours per booking, once per day, up to 14 days ahead.
- A new reservation is awaiting payment until you pay the court fee at the Barangay Treasury. Once paid, it is approved and we email you a confirmation.
- On the day, show the confirmation email to the Barangay Tanod on duty so the court lights can be turned on.
- If you reserve for someone else, you remain responsible for the booking. Barangay events take priority, and we will tell you as early as we can if a booking has to move.
- Follow the court rules posted in the portal and at the court. Please cancel in the portal if you can't make it.
Acceptable use
When you use e-Services, you agree not to:
- Pretend to be another resident, or use another person's identity, ID, or account.
- Give false information or upload altered or someone else's documents.
- Try to get around the identity checks, the one-time codes, or the limits on attempts.
- Disrupt the portal, access data that isn't yours, or use automated tools to send requests.
Using another person's identity or giving false information may be punishable under Philippine law, including the Cybercrime Prevention Act of 2012 (RA 10175) and the Revised Penal Code.
Suspension and closing an account
We may suspend an account or decline requests if these terms are broken, if the account's identity can't be confirmed, or to protect residents. You can ask the Barangay Hall to close your account at any time. Records the barangay must keep by law stay on file even after an account is closed.
Availability
We work to keep e-Services available, but it may be down for maintenance or for reasons outside our control. When it is, you can still transact in person at the Barangay Hall during office hours, Monday to Friday, 8:00 AM to 5:00 PM.
Limits of responsibility
To the extent the law allows, the barangay is not responsible for losses caused by delays, outages, emails that don't reach you, or information you entered incorrectly. Nothing in these terms limits rights you have under Philippine law.
Changes to these terms
We may update these terms when our services or the law change. We will post the new version here with its effective date, and tell account holders about important changes by email and in the portal.
Governing law
These terms are governed by the laws of the Republic of the Philippines.
